Description
The Executive Director provides leadership and oversight to a range of relevant, holistic, community programming developed to meet the needs of the families served through the ministries of the Hamilton and Dundas CFS sites. He/she supports the leadership team by directing and coordinating all business and program matters at Hamilton Community and Family Services. This includes finance/funding contracts, service delivery/programs, property, legal, information technology and employee relations to enhance capacity, accountability, effectiveness, and relevance.
The Executive Director works closely with the leadership of all Hamilton Corps (Church) locations (4) to establish consistent engagement and integration between Hamilton CFS ministries and Hamilton Corps Ministries, engaging with Corps Officers and Salvationists in Hamilton for the purpose of enhancing opportunities for holistic missional outreach.
KEY RESPONSIBILITIES:
Program and Service Responsibilities:
- Provide oversight and leadership to Community and Family Services programs and special events, ensuring ministry and program objectives are consistently met within Salvation Army mission, vision, policies, funder expectations, and all legal requirements.
- Ensure a spiritual dynamic, and focus, in all programming, including facilitated access for clients to Corps chaplaincy services and other church-based programs.
- With the support and input of Divisional Headquarters (DHQ) and / or Territorial Headquarters (THQ) consultants, lead the strategic planning for the ministry unit, securing necessary approvals from the Divisional Finance Board/Executive for new programs.
- Support/assist the Hamilton Corps leaders to research, plan, develop, prepare and deliver creative and innovative community programming designed to address community needs, while building on community capacity.
- Work with the Hamilton Corps leaders and the Area Commander to develop a committee that will assist with the planning, developing, and executing of strategic initiatives for Community Ministries in Hamilton.
- Operate within effective change-management, organizational development, and staff engagement principles to promote service excellence and develop strong teams.
- Monitor and ensure consistency in case management systems and practices as required; Provide direct client care and/or intake services as needed.
Human Resources:
- Responsible for the direct and indirect supervision of management/supervisory staff and non-supervisory staff; provide direction regarding tasks or consult in assignments.
- Oversee and/or directly manage effective human relations practices in consultation with Ontario Human Relations.
- Provide significant input into all human resource decisions, including hiring, orientating, training, evaluating, recognizing, disciplining, terminating, and performance managing in consultation with Human Relations and in compliance with Divisional and Territorial standards.
- Work with the management/supervisory team to develop and implement approaches that promote staff engagement and retention.
- Facilitate and actively support the dissemination and cross-fertilization of information, knowledge, and skills across MU departments and the Hamilton Corps ministries.
- Submit and act on incident reports, deal with staff and client complaints, advising/consulting Ontario Human Relations as needed.
- Grow, develop and coach the management/supervisory team, thus inspiring these leaders to do the same for their direct reports.
- Ensure all staff are trained and follow best practices, policies, procedures, and protocols.
- Implement and support an on-going succession plan for the Ministry Unit; monitor effectiveness of plan, ensuring that identified staff receive the necessary coaching, training, and other related opportunities and supports to promote career advancement.
Financial and Administration:
- Establish, maintain, and adhere to the ministry unit budget in compliance with operating and administrative guidelines; authorize and monitor all financial transactions.
- Oversee all property transactions, development, and inventory for the facilities.
- Maintain and promote positive working relationships/partnerships and communications with funders and community stakeholders; liaise with DHQ to re-negotiate contracts with government funder/s; work with DHQ/THQ to identify and pursue opportunities to enhance program delivery by seeking new government funding sources; liaise with auditors and funding officials.
- Negotiate contract renewals with funding bodies; identify and pursue opportunities to enhance program delivery by seeking new government funding sources with Divisional approval.
- Analyze statistical and financial reports for the purpose of strategic planning and funding negotiations and report to the Divisional Finance Board.
- Provide direction, advice, and guidance to the management/supervisory team on business and program matters to ensure program excellence through program and outcome evaluation, external consultation, continuous quality improvement and standards of ethical practice.
- Establish and maintain Community Councils, recruiting members, setting agendas, taking minutes, and following up on actions arising from meetings.
Policies, Procedures and Best Practices:
- Ensure all property is inspected and maintained in compliance with applicable legislation; work with the DHQ to prepare all property proposals for presentation to the appropriate boards.
- Develop, establish, and implement MU policies and procedures to achieve compliance with Salvation Army policies and procedures, applicable federal and provincial legislation, as well as other legal requirements and best practices; comply with all Salvation Army operating guidelines, Minutes, Directives, etc. and consult with the Area Commander and/or other Divisional personnel as needed.
- Ensure that all policies, procedures, and protocols are up to date and meet compliance requirements, reviewing all on a regular basis (minimum yearly).
- Ensure Ministry Unit and departments are prepared for accreditation and any/all audits including risk assessment etc.
Health and Safety:
- Understand and work in compliance with the Ontario Health and Safety Act (OHSA) and Regulations and abide by The Salvation Army’s health and safety policies and procedures.
- Ensure that the measures and procedures prescribed (OHSA) are carried out in the workplace and that every reasonable precaution is taken for the protection of the worker and workplace
- Identify and implement effective practices for risk management to ensure workplace safety, minimize liability, and uphold the reputation of The Salvation Army and Ministry Units.
- Ensure that equipment, materials and protective devises as prescribed (OHSA) are provided and maintained in good condition.
- Ensure that proper procedures are followed in the event of a workplace injury or illness and that incident investigations are conducted as applicable.
Perform other related duties as required.
WORKING CONDITIONS:
- This is a temporary full-time position based on 40 hours per week.
- Mostly works regular business hours – some evenings and weekends may be required; required to respond to emergencies as needed.
- Regular (mostly local) travel is required.
- Required to carry a cell phone.
- Ability to lift/move more than 20 pounds as required.
- May encounter verbal abuse from clients.
QUALIFICATIONS AND EDUCATION REQUIREMENTS:
- Relevant Undergraduate University Degree, preferably in a Social Science. Master’s degree would be an asset.
- First Aid/CPR Certification and Non-violent Crisis Intervention and Prevention Certification preferred or willingness to obtain.
- Valid Ontario Class “G” Driver’s License, personal vehicle required and insurance, current copy of driver’s abstract that is satisfactory to The Salvation Army, in its sole discretion, is required.
EXPERIENCE AND KNOWLEDGE:
- Minimum of five (5) years of prior related experience working with marginalized clientele in a social service setting, including experience managing at a senior supervisory level, Human Resources, budgetary and property management.
- Knowledge of current community challenges and opportunities relating to the mission of the organization.
Alternate combination of education and experience may be considered.

- Demonstrated understanding of, and compliance with, all relevant federal and provincial legislation, e.g. the Employment Standards Act, Human Rights Act, Occupational Health and Safety, WHIMIS, Ministry of Labour, etc.
- Demonstrated skills/knowledge of Funding/Grant submissions/programs.
- Effective interpersonal, communication and organizational skills.
- Attention to detail, problem solving and analytical skills.
- Proficient in working in a computerized environment; must demonstrate strong skills using Microsoft Office.

- Ability to undergo applicable screening and background checks successfully that are satisfactory to The Salvation Army, in its sole discretion (i.e., The Salvation Army Abuse Registry) and provide an original copy of a Background Check with vulnerable sector screening as required.
