Description

The Program Services Director provides leadership to all THHS shelter sites by directing service delivery for the Case Management and Housing Support Services. Additionally, they are responsible for program development, assessment and evaluation across all THHS programs.

KEY RESPONSIBILITIES:

Consistent Delivery of Case Management & Housing Services Across THHS Sites

  • Development and monitoring of case management model and tools (Triage, Critical Time Intervention, Outcomes Star) to continually reflect evidence based best practices
  • Leadership and oversight of all THHS case management and housing programs to ensure fidelity to model
  • Oversight of THHS case management and housing services to ensure regular data collection, analysis and alignment with overall vision and strategic planning goals
  • Ensure clinical case work supervision is provided to THHS case management teams to meet expectations of service delivery
  • Work with Senior Leadership team to identify areas of program strengths and development for ongoing program development
  • Support ministry units in areas of developing program evaluations, theories of change and logic models as needed.
  • Participate in strategic and program planning
  • Ensure that program planning incorporates Spiritual Care

Program Monitoring and Evaluation

  • Responsible for City of Toronto Housing Help reports for all THHS shelter sites
  • Oversee the development and production of quarterly and annual reports on data as it relates to Triage & Housing processes
  • Oversee the development and production of quarterly and annual reports on data as it relates to other THHS programming
  • Support the design, implementation and evaluation of pilot projects in THHS ministry units
  • Design, implement, THHS evaluation tools including client survey’s, focus groups and interviews as part of ongoing evaluation processes to support a continuous improvement cycle and TSA accreditation standards
  • Support THHS sites in ongoing research and program evaluation needs
  • Support THHS sites in training needs as it pertains to programs services

Research

  • Responsible for direct supervision of Research Analyst
  • Responsible to oversee and provide direction on THHS research and evaluation projects
  • Lead the development of a Research and Evaluation Strategy
  • Responsible to produce and/or oversee and provide direction on research and evaluation reports
  • Work with THHS sites to ensure research and evaluation accreditation needs are met
  • Work with THHS sites on any other research and evaluation needs
  • Support the implementation of research projects at ministry units as appropriate
  • Develop research conference proposals and presentations on behalf of THHS
  • Support dissemination of THHS research

Student Placements

  • Work with post-secondary institutions to develop and implement appropriate student placements
  • Develop and implement student placement processes and guidelines
  • Recruit, onboard and train students to participate in placements (program, research or evaluation)
  • Conduct supervision with placement students

Other duties as assigned

WORKING CONDITIONS:

  • This is a permanent full-time position based on 40 hours per week
  • Working environment is typically in the office and/or in the shelter locations in generally agreeable conditions
  • Occasional travel may be required

 

QUALIFICATIONS AND EDUCATION REQUIREMENTS:

  • Degree in related field, MSW degree is preferred
  • Certificate in First Aid/CPR, Crisis Intervention and Conflict Resolution
  • Alternate combination of education and experience may be considered

EXPERIENCE AND KNOWLEDGE:

  • At least seven years of significant work related experience including case management and clinical supervision of employees, program development and implementation and program management
  • Experience working with marginalized individuals and/or people experiencing homelessness, mental health challenges, substance use challenges and other barriers to housing
  • Familiarity with a wide variety of resources and supports in the Greater Toronto area
  • Extensive knowledge of housing and homelessness, and systemic issues related to housing, poverty, addictions and mental health
  • Advanced knowledge of relevant legislation, Occupational Health & Safety Act and Regulations.

  • Demonstrated ability to develop and sustain collaborations with colleagues from multiple external community organizations, including funding agencies
  • Skilled at seeking common ground in navigating challenging issues and constructively managing conflict to create win-win solutions
  • Demonstrated ability to maintain a high degree of confidentiality
  • Demonstrated analytical, problem solving and evaluation skills and ability to investigate issues and initiate corrective action
  • Able to proactively recognize potential risks and issues, respond with solutions and engage others in implementing change
  • Superior written skills and a high level of proficiency with the Internet, Microsoft Office suite and online database tools
  • Strong sense of integrity with professional ethics and a balanced sense of fairness and flexibility
  • Effective organizational and time management skills – self-motivated and disciplined self-starter
  • Demonstrated ability to work effectively independently and as part of a team
  • Ability to undergo applicable screening and background checks successfully that are satisfactory to The Salvation Army, in its sole discretion (i.e., The Salvation Army Abuse Registry) and provide an original copy of a Background Check with vulnerable sector screening not older than 6 months
  • Ability and willingness to develop an understanding and support for the mission and purpose of The Salvation Army in Canada and its implications as related to position responsibilities.
