About the Position

Reporting to the Assistant Social Mission Secretary, the purpose of this role is to provide leadership and oversight of assigned Social Mission ministry units and to realize an effective and innovative service delivery, in accordance with The Salvation Army mission, values and practice.  The incumbent provides leadership and program review guidance that ensures operational excellence, sustainability, and supports the advancement of The Salvation Army mission for assigned Ministry Units.

KEY RESPONSIBILITIES:

Strategic Program Implementation and Goal Setting:

  • Ensures the Mission, Vision, Values, and policies of The Salvation Army are incorporated within assigned Social Mission Ministry Units.
  • Promotes an integrated approach to ministry.
  • Participates in planning and problem-solving processes which includes analysis of current state strengths and risks, formulating plans, preparing written proposals and documentation etc.
  • Leads and supports planning, innovation, and goal setting with direct reports.
  • Ensures that spiritual and religious care is integrated into social mission delivery models through policies and procedures, operational plans and the provision and incorporation of chaplaincy and/or pastoral care.
  • Socializes and implements consistent standard of practice across services and programs.

Program Effectiveness:

  • Regional Directors will be assigned Executive Directors on matters pertaining to social mission ministry, giving emphasis to appropriate delivery of services, especially related to effective programming and efficient budgetary management, as well as clinical and other complex issues.
  • Ensures leaders have the guidance and support required for program reviews and the accreditation review process to facilitate continuous quality improvement and development.
  • Implement strategic service delivery
  • Provides support and accountability for meeting standards
  • Is accountable for assigned Ministry Units in the areas of social mission program operations, use of personnel, facilities, and resources.
  • Ensures the implementation of appropriate responses to social mission issues and risks.
  • Participates in and/or assigns direct reports to cross functional project teams as required.
  • Supports MU leaders in partnership development and community networking.
  • Develops, engages, and maintains program learning networks
  • Identifies and communicates priorities from MUs
  • Identifies and shares internal best practices

Leadership Coaching & Development:

  • Accountable for building capability through hiring talent, PEAC performance development, coaching and mentoring, and recommending personnel changes related to direct reports and officer appointments.
  • As part of the Integration & Implementation team, plans, organizes, and implements leadership development (employee and officer) and training at the Ministry Unit Team level. (e.g. Conferences, Leadership Development, Coaching and Mentoring etc.)
  • Leads the development and monitoring of growth and development plans and succession plans for assigned Social Mission MU leaders (employees and officers).
  • Ensures compliance with annual PEAC performance reviews and quarterly PEAC coaching meetings.
  • Supports MUs with union issues in partnership with THQ HR department.

Operational Administration:

  • Supports assigned ministry units in the effective development of mission proposals and restructuring and facilitates the review and approval process to completion.
  • Oversees government contracts, including review, consultation, and implementation, ensuring contract compliance and funder reporting.
  • Supports the development of business plans and property functional plans to support effective and efficient services delivery.
  • Contributes to the planning of new builds and major renovations.
  • Assists the MUs with the completion of funding applications.
  • Produces clear and concise information reports.
  • Provide internal coordination with mission supports (i.e. finance, property, legal, etc.)

QUALIFICATIONS AND EDUCATION REQUIREMENTS:

  • Undergraduate University degree (e.g. B.A. B.Sc. B.Sc.N) OR professional designation/ certification in related field OR Graduate University degree (e.g. M.A., M.S.W.,M.B.A.)
  • Provide an original copy of a Background Check with vulnerable sector screening that is satisfactory to The Salvation Army, in its sole discretion, is required.  The screening is secured either through the national Canadian Police Information Centre (CPIC) or through a local police detachment.
  • Screening through The Salvation Army Abuse Registry is required.
  • Support for and an understanding of mission and purpose of The Salvation Army in Canada.

NOTE: Alternative combinations of education and experience may be considered

Experience and Skilled Knowledge Requirements  

  • 5-7 years' experience in developing and delivering social services, at least 3 of which were at a managerial level
  • 2-3 years' experience with The Salvation Army’s delivery of social mission is an asset
  • Working background in community development with collaboration component essential

  • Strong commitment to the mission of The Salvation Army
  • Ability to articulate, defend, and give leadership in the context of The Salvation Army’s values and mission
  • Demonstrated capacity and experience within the social mission setting with emphasis on accreditation and outcome-based ministry; aware of current social services issues/responses
  • Demonstrated ability to engage in complex decision-making & problem solving in a timely manner
  • Thinks creatively and strategically to encourage innovation that furthers mission effectiveness
  • Strong leadership, coaching and human resources management and relational skills
  • Works well in a team collaborative environment, including with community professionals
  • Excellent administrative skills – ability to create, interpret and evaluate complex documents, proposals and contracts related to the development and sustainability of relevant programming
  • Ability to clearly communicate with impact and influence, both verbally and in writing
  • Knowledge of existing Salvation Army social mission programs, program diversity, policies and procedures
  • Must have strong skills and experience using Microsoft Office, internet and email use.
  • Working knowledge of computer-based management systems

Compensation

The target hiring range for this position is $129,347 to $161,684 with the ability to progress to a maximum of $194,021. Placement in the salary range will be based on factors such as market conditions, internal equity, and candidate experience, skills, and qualifications relevant to the role.
