Description

The Shelter Manager provides leadership by directing and supervising employees in the 24/7 Shelter and Extreme Weather Response Program to ensure services operate effectively, meet the needs of clients, and operate in accordance with government contractual agreements and Salvation Army standards. The Shelter Manager also provides direct supervision to the Kitchen Manager and indirect supervision to his/her team. The incumbent will reflect and apply the general philosophies and policies of Alberni Valley Ministries to staff, clients/guests, visitors, and other agencies, while leading a team of 20+ individuals. The Shelter Manager will work with the leadership team to ensure that Alberni Valley Ministries delivers safe, relevant programs that promote the dignity and respect of the people we serve.

KEY RESPONSIBILITIES:

Shelter Management

  • Directs all aspects of the 24/7 Shelter and EWR programs’ operations in accordance with the mission and values of The Salvation Army
  • Ensures required Program Plans are in place and are continually evaluated and modified to ensure ongoing mission impact
  • Gives indirect oversight to Meal Centre service team through directly supervising the Kitchen Manager
  • Plans, develops, maintains and monitors all aspects of the programs’ holistic service delivery and administrative systems; implements new programs to meet changing needs
  • Makes sound decisions according to importance, urgency and risks, and that are in the best interests of the organization.
  • Works in collaboration with the Community Engagement/Resource Manager and Kitchen Manager to ensure that food donations serve all SA food insecurity programs effectively, and to minimize purchases where possible.
  • Develops and oversees protocols and day-to-day operating procedures for all areas of program operation in compliance with contract partners and The Salvation Army’s Territorial Standards of Excellence
  • Hires, orients, trains, evaluates, and supervises employees in consultation with Corps Officer and Business Manager; ensures staff safety in compliance with health and safety standards; deals with complaints/grievances; meets regularly with mission partners one-on-one for effective performance management
  • Supports budget planning for the 24/7 Shelter, EWR Program and Meal Center.
  • Ensures compliance with the approved budget; may authorize program expenditures up to a pre -determined amount
  • Oversees and checks the maintenance and care of program facilities, including equipment, furnishings; ensures compliance with all licensing standards including fire, water, health and safety, etc.
  • Prepares operational reports for the leadership team as requested; develops and seeks approval for policies and procedures and quality assurance standards for the program supervised
  • Directs and oversees appropriate and effective case management system and practices for Shelter guests; holds weekly case management team meetings and documents same
  • Supports Pathway of Hope casework by assisting the Caseworker in identifying potential clients and encouraging their engagement and goal accomplishment
  • Ensures chaplaincy services are consistently available to guests seeking spiritual support and guidance
  • Responds to unexpected and urgent situations as needed, including fire and medical emergencies, staff illness, last minute shift coverage, etc.
  • Creates a safe, welcoming, and calm environment for everyone entering the facility
  • Directly supervises up to 20 full-time and part-time
  • Oversees and approves accurate completion and submission of employee timesheets.
  • Performs other duties as assigned.

Leadership Responsibilities

  • Serves as an active, contributing member of the Ministry Unit’s leadership team supporting broad mission impact across all areas of ministry (Church, Thrift Store, CFS, Food Bank, and Shelter)
  • May represent The Salvation Army Alberni Valley Ministries on community working groups/task forces addressing issues relating to homelessness, poverty, addiction
  • Works cooperatively and effectively with others to set goals, solve problems, and make decisions that enhance organizational effectiveness.
  • Assists in planning and execution of community events and fundraisers. Supports and attends events, as required.
  • Demonstrates a willingness to be flexible in a changing work environment while maintaining program objectives, effectiveness and efficiency.

Team Management

  • Recruits, trains, orients, schedules and supervises Shelter staff.
  • Consults with Business Manager, Corps Officer and THQ HR on hiring and disciplinary procedures
  • Provides training for staff as budget and contractual obligations

Business and  Finance

  • Provides input to Shelter program budgets

QUALIFICATIONS AND EDUCATION REQUIREMENTS:

Education, Qualifications and Certifications:

  • Bachelor's degree in social sciences, psychology, arts and/or Human Resources preferred
  • Some training/knowledge related to budget development and supervision/leadership.
  • Some training/knowledge in conflict management, addictions and mental health.
  • Must pass criminal record check (vulnerable sector)
  • Must possess a valid class 5 Driver's License and present a clean driving abstract
  • Must possess and maintain an active valid Occupational First Aid Certificate.

Experience and Skilled Knowledge Requirements

  • At least three (3) years of progressively responsible, professional level experience working with unhoused programs and populations including a minimum of 2 years working in a management capacity.
  • Extensive knowledge of the local community and available local resources / social service sector.
  • Extensive knowledge / experience working with marginalized groups
  • Ability to lead and manage a diverse group of staff.

  • Demonstrated cultural competency working with the Indigenous community and with Indigenous service agencies.
  • Proven flexibility and creativity.
  • Excellent oral and written communication skills.
  • Good conflict resolution and problem-solving skills.

NOTE: An alternative level of education and experience may be acceptable.

Physical capabilities:

  • Able to carry up to 40 lbs.
