About the Position

The General Indirect Procurement Category Manager will spearhead the sourcing and procurement strategy across a diverse array of categories, including IT, Telecoms, digital media solutions, Fundraising, Recruitment, Fleet, Training and Travel, food, and publishing. This role entails overseeing a Category Specialist and serving as the central hub of procurement excellence, offering comprehensive market expertise to guide and assist senior stakeholders across various business functions within the category.

The primary responsibilities include developing and implementing category plans aligned with The Salvation Army's objectives, ensuring optimal value realization while effectively managing procurement risks. The incumbent will leverage their strategic insights to optimize procurement processes and drive efficiencies across the category portfolio.

KEY RESPONSIBILITIES:

  • Lead the development of strategic procurement activities and projects within your designated portfolio.
  • Serve as the primary interface and key point of contact, managing relationships with senior stakeholders across all functions covered by your portfolio.
  • Collaborate with the Director of Procurement to ensure the effective delivery of the Procurement Strategy, policies, procedures, and savings initiatives for your portfolio, aiming to provide a professional procurement service to stakeholders.
  • Conduct comprehensive supply market and supplier research to inform strategic planning, including market appraisal exercises, ensuring a thorough understanding of best value options.
  • Maintain an up-to-date contracts database and risk registers to effectively manage risks, particularly in fragile supply markets, and develop contingency plans.
  • Uphold ethical sourcing standards across suppliers and supply chains, while minimizing contractual, financial, and reputational risks in external trading relationships, contributing to The Salvation Army's reputation as an excellent organization to do business with.
  • Oversee end-to-end sourcing activities, including strategy development, tender processes, contract negotiation, and implementation, while ensuring alignment with key commercial drivers and success criteria within your portfolio.
  • Drive the Savings Program assigned to your portfolio, delivering cashable savings opportunities and implementing proactive cost reduction and supplier improvement initiatives to maximize value for the organization.
  • Take ownership of supplier relationships for designated contracts, including contract management functions, and ensure effective management of procurement issues throughout the procurement cycle.
  • Support the development of positive relationships with key senior stakeholders, promoting the benefits of a strategic approach to spend management and providing insights to enable informed expenditure decisions.
  • Manage or coordinate project teams to deliver procurements, offering strategic sourcing advice and support to stakeholders on contract management and supplier relationships.

QUALIFICATIONS AND EDUCATION REQUIREMENTS:

  • Supplier Relationship Management experience
  • Demonstrable knowledge and experience of managing complex, high spend, high risk procurement categories and have experience of GDPR requirements for software contracting with third parties.
  • Significant experience of being a sourcing expert, including running RFPs and drafting contracts for a variety of different goods and services across the category
  • Strong and demonstrable experience of effective project planning, delivery and management
  • Strong and demonstrable experience of successful issue resolution
  • Strong and demonstrable experience of successfully delivering against individual savings targets and Key Performance indicators
  • The ability to produce high quality written reports
  • The ability to manage a diverse range of stakeholders effectively and successfully, both internal and external, at all levels and varying levels of difficulty

PREFERRED SKILLS/CAPABILITIES:

  • Excellent communication and influencing skills – both verbal and written
  • Proven experience of carrying out successful negotiations
  • Excellent and demonstrable analytical and commercial skills
  • Ability to perform several tasks concurrently with ease and professionalism
  • Ability to understand and adhere to the Code of Ethics
  • Strong sense of integrity and confidentiality with professional ethics and a balanced sense of fairness and flexibility
  • Able to proactively recognize potential risks and issues, respond with solutions and engage others in implementing change
  • Excellent organizational/time-management skills to prioritize, plan and manage the workload
  • Applied knowledge of mathematical techniques and financial concepts, accounting, and problem-solving
  • Respect and understanding of The Salvation Army - its mission, culture, and values.

Compensation

The target hiring range for this position is $56,885-$71,106, with the ability to progress to a maximum of $85,327.
