Description

The Manager – Property and Procurement, provides leadership and guidance to the property maintenance team and support to the finance team in relation to procurement of inventory, supplies and quotes on building repairs. This includes direct supervision of maintenance staff, review of proposed building projects and associated quotes, analysis of large-scale purchases to facilitate operations in line with the value of “good stewardship” and assignment and direction to outside contractors / service providers as it relates to property projects and maintenance.

In addition, this position is responsible to address Health & Safety concerns including monitoring and reviewing monthly Health & Safety inspections. Supporting management with property related concerns or projects. Working with DHQ / THQ property department as required for projects that require their involvement.

KEY RESPONSIBILITIES:

  • Coordinate all administrative functions required to support the Property Maintenance team and the Agency including:
    • Review the ticketing system daily, assign tickets to Groups, contact contractors, and set up service calls for routine maintenance and repair, follow up for completion and closure within SLAs.
    • Ensure the overall maintenance and cleanliness of the properties, program vehicles, and chattels.
    • Track maintenance schedules of HVAC and other equipment, air & dryer vents, eaves troughs, vehicles, etc. including obtaining service reports for each service.
    • Conduct or assist as necessary in accident/incident investigations involving Agency vehicles.
    • Initiate claims process with Insurers where necessary, including follow up with body shop on repair and return of damaged vehicle.
    • Maintain and update inventory with new purchases of furniture, appliances, equipment, and other capital assets.
    • Track the distribution of borrowed assets ensuring timely return to inventory.
  • Alongside Project/Operations Manager or independently, assess sites of upcoming projects to outline scope of work for tenders to contractors.
  • Ensure large item purchases and large volume purchases are completed at the best price-point for the organization.
  • Provide ongoing management for all vehicle assets of Broadview Village.
  • Other tasks as assigned by the Senior Leadership Team.

Health and Safety:

  • As member of Joint Health and Safety Committee, follow up on Operations’ issues identified during quarterly meetings. Health and Safety:

  • Promote health and safety and comply with the provisions of the Occupational Health and Safety Act and regulations.
  • Ensure that monthly workplace (TAP) inspections are carried out by all sites, follow-up with sites that are behind on their inspections.
  • Advise staff of the existence of any potential or actual danger to the health or safety of the staff of which the Supervisor is aware.
  • Correct substandard acts or conditions as safely able and/or ensure that substandard acts or conditions are reported promptly.
  • Carry out monthly workplace (TAP) inspection at work site including fire drills as needed.

Organizational:

  • Adhere to standards that are consistent with The Salvation Army.
  • Support the Mission statements of Broadview Village and The Salvation Army.
  • Attend and participate in supervision/coaching and performance evaluation meetings as scheduled by the Director of Administration.
  • Read and abide by the Policies and Procedures of the agency.
  • Always represent The Salvation Army and Broadview Village in a professional and confidential manner.

Written and Verbal Communication

  • Develop and document business requirements, process and reports as needed.
  • Develop and document options and recommendations to issues and problems.
  • Support key stakeholders in understanding the implications of options and decisions.

Reporting

  • Create and maintain list of reports required for health and safety compliance purposes.
  • Support external reporting requests as needed.

Perform other related duties as required.

WORKING CONDITIONS:

  • This is a permanent full-time position based on 40 hours per week with flexibility to meet the needs of the Ministry Unit (office/hybrid).
  • Travel within GTA required.
  • 40% travel is required for this position.

 

QUALIFICATIONS AND EDUCATION REQUIREMENTS:

  • Diploma or Certificate in Office / Property Management or significant administrative experience, property administration.
  • Valid certification in Standard First Aid/CPR.

EXPERIENCE AND KNOWLEDGE REQUIREMENTS:

  • 5 years’ experience in developmental disability sector.
  • Health and Safety experience and/or education.

SKILLS AND CAPABILITIES:

  • Proficient in Microsoft Office (Word, Excel, Outlook), Internet, e-mail and proficient in the use of general office equipment.
  • Attention to detail, problem solving and analytical skills.
  • Strong interpersonal, customer service and communication skills.
  • Able to work both independently and as part of a team.
  • Proven organizational and multi-tasking skills and able to cope with changing needs and deliver successful results in a timely manner.
  • Strong sense of integrity and confidentiality with professional ethics and a balanced sense of fairness and flexibility.
  • Able to work in a professional environment dealing with issues relating to residents, day program participants, staff, agency finances, and other confidential and sensitive agency business.
  • Ability to undergo applicable screening and background checks successfully that are satisfactory to The Salvation Army, in its sole discretion (i.e., The Salvation Army Abuse Registry) and provide an original copy of a Background Check with vulnerable sector screening.
  • Ability and willingness to develop an understanding and support for the mission and purpose of The Salvation Army in Canada and its implications as related to position responsibilities.
