Description

The Community Program Manager at the Ches Penney Centre of Hope, St. John’s Housing and Community Services, reports to the Director of Programs. The position has responsibility for the development, implementation and ongoing supervision of community-based programs including Employment, Social Worker/Community Navigator, and CFS programs, as well as the recruitment and coordination of volunteers in support of all community-based programming. The Program Manager provides direction and support to the staff and volunteer base and ensures ministry and program objectives are consistently accomplished in accordance with government contractual agreements and TSA standards. In consultation with the Director of Programs, the Program Manager ensures the timely and effective delivery of community-based programs and services while increasing inclusion, safety and belonging for marginalized individuals.

The incumbent is responsible for the direct supervision of program delivery staff and volunteers.

KEY RESPONSIBILITIES:

Administration

  • Report to the Director of Programs.
  • In consultation with the Director, develop, implement and ensure regular review of policies, procedures and forms for all programs and services within scope.
  • Ensure that all statistical and departmental reports are submitted to the Director of Programs on a timely basis.
  • Oversee the creation and maintenance of proper records and files for community and volunteer programs.
  • Ensure all documentation and records are completed in an organized and timely manner, i.e. Link2Feed, HIFIS, intake, program evaluations, the collection of data and incident reports, daily and monthly statistics.
  • Ensure the confidentiality of all records and statistical data.
  • Prepare and submit reports, funding proposals, grant applications and program evaluations as requested by internal or external sources.
  • In consultation with the Director of Programs, ensure that the Ches Penney Centre of Hope community programs meet contractual, legal and internal accreditation standards.

Program Development, Delivery and Review

  • In consultation with the Director, plan, develop and revise policies, protocols and day-to-day operating policies for all program areas in compliance with government and TSA standards including accreditation requirements.
  • Ensure ministry and program objectives are consistently accomplished.
  • Provide direction and support to the Employment, Social Worker/Community Navigator, CFS programs.
  • Design specific strategies and actions to meet emerging client needs; ensure appropriate delivery occurs and determine next steps for sustainability.
  • Work with and support program staff to ensure the diverse needs of clients are met; develop and monitor all programs to ensure measurable outcome effectiveness in line with funder and internal goals and expectations.
  • Review and evaluate program effectiveness by conducting audits of client goals, program outcomes, and overall program effectiveness at regularly appointed intervals and work with program staff to ensure revision of program plans and procedures as necessary.
  • Coordinate the volunteer program at St. John’s Housing and Community Services including the recruiting, screening, training, scheduling and recognition of volunteers
  • Oversight and maintenance of volunteer files; ensure that all preliminary paperwork is completed in accordance with TSA standards.
  • Proactively communicate with executive/management team as well as frontline staff regarding need for volunteer support in specific programs.
  • Plan and host in-house volunteer appreciation events.
  • Maintain, review and revise St. John’s Housing and Community Services Volunteer Handbook in accordance with TSA standards.
  • Participate in strategic planning for St. John’s Housing and Community Services.

Community Relations

  • Responsible for initiating and fostering relationships with other relevant, applicable partners also committed to overcoming overarching systems that continue to deny marginalized individuals’ equal opportunity.
  • Represent St. John’s Housing and Community Services at various community tables, as delegated by the Director of Programs, e.g. working groups, boards, coalitions etc.
  • Liaise with community resources in the relevant service areas and encourage community involvement in programs, partnerships and program development.
  • Receive and resolve serious client and community complaints in dialogue with program staff, Executive/Management team, and Employee Relations as necessary.
  • Liaise with community volunteer agencies, churches, post-secondary institutions etc. in the recruitment and recognition of volunteers.

Human Resources:

  • Oversee hiring, orientation, training, evaluating, rewarding, disciplining, coaching and terminating in consultation with the Director of Programs and Employee Relations in compliance with TSA standards.
  • Motivate, engage and direct program staff; provide coaching on a timely basis; develop goals and expectations; and identify training and professional development opportunities for staff.
  • In consultation with the Business Manager and Director of Programs, ensure that employee files are up to date and stored in a secure area.
  • Conduct regular supervision of staff and track staff hours and schedules.
  • Ensure that performance reviews (i.e. PEAC) are completed, in a timely manner, for all direct reports.
  • Complete payroll supervisory functions in UltiPro inclusive of approving vacation, sick time, timesheets, etc. for those supervised.
  • Schedule, oversee and participate in program staff meetings.
  • Provide support and team leadership to program staff and ensure that they work together to achieve the purposes of the organization.
  • Ensure that staff complete all mandatory training and certifications as required.

Financial

  • Assist the Director of Programs in the preparation and management of departmental budgets and staff resources for community programming, including management, and reporting on external funding.
  • Manage budget for assigned area of responsibility.
  • Ensure that all reports, requisite paperwork, and financials are submitted to internal and external stakeholders and funding partners on a timely basis.
  • Ensure that all obligations to funders (e.g. NLHC, Dept. of Immigration, Population Growth and Skills) are being met according to contracts.

Health and Safety

  • Ensure that all staff are aware of emergency procedures and are prepared to implement them immediately as necessary.
  • Work in compliance with OH&S Act and Regulations and abide by The Salvation Army’s health and safety policies and procedures.
  • Ensure the proper procedures are followed in the event of a workplace injury or illness, conducting incident investigations as applicable.
  • Ensure steps in the Early and Safe Return to Work Program are followed as required.

 

QUALIFICATIONS AND EDUCATION REQUIREMENTS:

Education, Qualifications and Certifications  

  • Post-secondary degree in Social Work or related field, or equivalent combination of education and experience.
  • Additional coursework in project management and leadership are highly desirable.
  • Non-violent Crisis Intervention Certification, ASIST and CPR/First Aid Certification would be an asset.

Experience and Skilled Knowledge Requirements

  • Minimum of three (3) years of progressively responsible, professional-level experience working with vulnerable populations, including experience in supervision, leadership, coaching, and motivating staff.

Skills and Capabilities:

  • Extensive knowledge of the local community and available community resources.
  • Extensive knowledge and understanding of urban disadvantaged and vulnerable populations; knowledge of and sensitivity to issues of race, gender, sexual orientation and issues impacting diverse communities; demonstrated cultural competency in working with Indigenous community and other marginalized groups.
  • Understanding of the Mission of The Salvation Army in Canada and its implications as related to position responsibilities; support the Mission in all aspects of work, including the manner in which responsibilities are fulfilled.
  • Adhere to all Salvation Army policies, directives, and operating guidelines.
  • Demonstrate a high level of integrity, good judgment and ability to maintain appropriate confidentiality.
  • Supervisory/management skills and the ability to lead coach and motivate.
  • Highly organized.
  • Participate as an active and responsible team member.
  • Participate in probationary and annual performance appraisal process.
  • Ability to establish and maintain positive working relationships with others, both internally and externally, to achieve the goals of the organization.

  • Must have strong skills and experience using word processing (WORD); spread sheet use (EXCEL).
  • Valid NL Driver’s License, personal vehicle required and insurance, current copy of driver’s abstract that is satisfactory to The Salvation Army, in its sole discretion, is required.
  • Ability to provide an original copy of a Background Check with vulnerable sector screening and Enhanced Security Clearance that is satisfactory to The Salvation Army, in its sole discretion, is required.
  • Screening through The Salvation Army Abuse Registry.
