Reference Materials: Homelessness Task Team Work Plan, Phase 1 Report, Survey Report, and Phase 2 Report
The Homelessness Task Team has prepared a set of recommendations for a Framework for Emergency Shelter Services in partial fulfillment of its mandate with the National Advisory Board. This document has been emailed to NAB members and is posted to this website in a separate entry for your review prior to the January 16 meeting.
The Framework was developed through an extensive literature review and consultation process. During this process, the Task Team recorded its findings in a series of three reports. These three reports have been posted here for your reference. Please note that these are not required pre-reading. The Task Team’s Work Plan has also been posted for your reference.
If you are interested in reading these reference reports, but your time is limited, we suggest you focus on the Phase 2 report, since it contains highlights from the earlier two reports.
The three reports are:
- Phase 2 Report (Dec. 2014): This report summarizes the key findings of the Task Team’s consultations with 319 individuals. In its analysis of Housing First and other sector best practices, the report also brings in key information from the survey and literature review.
- Survey Report (Nov. 2014): A survey of all 53 Salvation Army emergency shelters was conducted between May and July 2014 (100% response rate). This report presents the detailed responses to each question on the survey. This report does not analyze the results of the survey.
- Phase 1 Report (May 2014): This report presents the findings from the Task Team’s literature review and initial consultations.
We are also attaching the Homelessness Task Team’s Work Plan for your reference. Our Mandate is:
- To understand what is best for those experiencing homelessness in terms of program delivery.
- To understand what funders identify as best for persons experiencing homelessness currently and in the future.
- To identify the processes and systems needed to respond to emerging opportunities, best practices, and funder policy directions.
- To provide recommendations to The Salvation Army to ensure effectiveness and efficiency of The Salvation Army’s response to homelessness, including bench-marking, best practice, evidence-based and research-informed responses, program definition, partnerships, and the development of national service standards.
The three reports below present the Task Team’s research findings that correspond to the first three items in the mandate. The Proposed Framework for Emergency Shelter Services corresponds to the fourth item in the mandate.
