Position Purpose Summary:

Cuthbert House is an Open Custody / Open Detention residential facility for male youth between the ages of 12 -17, who are involved in the criminal justice system.

Reporting to the Senior Counsellor, the Counsellor ensures efficient and safe operation of an open custody / detention facility; to provide superior care and case management to all young offenders.



  • Supervise residents in the facility and in the community effectively
  • Assume delegated responsibility for the facility
  • Complete duties (i.e. cutlery count, medication, housekeeping, program sheets) reports and logs as per shift description provided
  • Communicate and enforce facility rules while maintaining discipline and safety
  • Follow policies and procedures of Cuthbert House, The Salvation Army and the Ministry of Children, Community & Social Services
  • Provide comprehensive case management for assigned clients
  • Provide individual counseling
  • Assist with completing case management plan for each assigned resident within 30 days of entry into the custody and assist with the completion of regular updates thereafter
  • Assist clients to address their criminogenic issues
  • Deal with interpersonal relationships within Cuthbert House in a therapeutic manner
  • Observe, assess and document resident behavior and ongoing progress in a factual manner
  • Deal with serious incidents and crisis in a safe and therapeutic manner
  • Appear in court when necessary
  • Supervise the delivery of medication as required
  • Assure residents are provided with appropriate medical attention
  • Escort/ drive residents in a lawful, safe and expedient manner as required
  • Challenge and address criminal conduct and thinking
  • Refer clients to outside resources and counseling when needed
  • Support the Mission of The Salvation Army
  • Support clients in fulfilling their spiritual needs
  • Deliver group programming when required
  • Provide supervision and feedback to student placements
  • Complete sundry duties for required housekeeping and maintenance duties in the facility including food preparation and cooking



  • A degree or diploma in Social Science, Corrections, childcare or Social Work
  • Three years’ experience in a correctional facility
  • Knowledge of case management practices
  • Strong computer skills MS Office as well as Outlook
  • Able to work as a team member as well as individually
  • Excellent communication skills (written and verbal) in English. A second language considered an asset
  • Excellent interpersonal skills/ time management skills
  • A valid drivers license
  • CPR and First Aid training
  • Food Safe Handling Certificate

Successful candidate will be required to provide upon hiring:

  • A clear vulnerable sector screening
  • A clean drivers abstract
  • Participate in our online Armatus Abuse Training and Health and Safety training required upon hiring, as well as updated annually

HOURS: 40 hours per week
