Description

Reporting to the Residential Services Manager, this position is primarily responsible for the supervision and day to day management of operations for Crossroads’ Justice Programs.  As a member of Crossroads’ Residential Services Management Team, this role also provides program support to the Residential Services Manager on Crossroads’ Emergency Shelter and Pathways Transitional programs, as directed.

This is a permanent full-time position at 40 hours per week.

Responsibilities

Accountabilities:

  1. Staff Supervision:
  • Make recommendations and provide support to the Residential Services Manager as it relates to the selection, supervision, training, disciplining and termination of all Justice Department staff, Emergency Shelter staff and Transitional Housing staff as per The Salvation Army Crossroads Residential Services policy/procedures
  • Provide day-to-day supervision to the Justice Program staff and provide guidance, training, support, and assistance
  • Coordinate Justice staff to conduct room checks of regular clients to monitor rooms to be kept neat, clean, tidy and free of illegal substances
  • Ensure that all Administrative, Personnel, and Program and other Crossroads Residential Services Policies and Procedures are adhered to
  1. Crossroads’ Justice Program:
  • Ensure that the Justice department operates within the limits of the established budget
  • Liaise with Parole Officers and Court workers
  • Provide support and submit recommendations when applicable to the Residential Services Manager, the Director of Residential Services, and the Executive Director as they negotiate with the Government
  • Provide recommendations, support, assistance, guidance and input on departmental Policy and Procedures, subject to Crossroads Residential Services policy
  • In collaboration with the Residential Services Manager, assess, design, implement, monitor and evaluate all Justice programs and interventions and ensure that program/intervention content, structure and delivery are consistent with The Salvation Army Crossroads Residential Services (CRS) guidelines
  • Conduct assigned group work to assist clients within the Justice Programs
  • Provide support to help fulfill accreditation standards
  • Ensure that departmental information flow is clear, unimpeded, and complete to and from staff and residents within the Justice department
  • Schedule and lead regular house meetings between residents and staff of the Justice programs
  • Ensure that the Mission of The Salvation Army is actively presented in a sensitive and effective manner to clients, staff and the public
  • Works on the CSC network system for reporting and communicating with CSC staff regarding residents and potential residents
  • Manages the application of staff for appropriate CSC clearances
  1. Crossroads Men’s Program Support:
  • Maintain a well-informed view on community developments and trends relevant to the Centre’s ministry and report any relevant findings to the Manager
  • Maintain and foster good relations with all appropriate levels of government and government agencies
  • Facilitate or participate in appropriate program presentation to community and government groups and services
  • Participate in the development of departmental budget and provide input and recommendations when applicable
  • Assist ensure that departmental information flow is clear, unimpeded and complete to and from staff and residents within the Men’s Residential department and to staff within the other residential programs
  • Ensure that the Mission of The Salvation Army is actively presented in a sensitive and effective manner to clients, staff and the public
  1. Casework Accountabilities and Client Support:
  • Provide direct casework and manage a client caseload of men who are currently involved in the justice system
  • Design, develop and facilitate programs relevant to clients’ needs, in consultation with Crossroads Residential Services Management Team
  • Ensure client intakes are completed and ensures new clients are orientated with the Centre’s rules and regulations
  • Schedule and/or actively participate in client Assessment and related Centre meetings
  • Make checks on out-of-building clients as necessary
  1. Administration, Documentation & Reporting:
  • Prepare and/or ensure that statistical reports (including SAMIS) and other documents for Administration are completed, as required
  • Maintains familiarity with funder requirements and contract agreements related to the Justice Program and assist fulfill reporting requirements to funder standards
  • Maintain accurate, comprehensive, legible and current client file records.
  • Record unusual or out of character behaviours noticed in daily logbooks at the Reception Desk and report them to appropriate partners

MANAGERIAL/TECHNICAL LEADERSHIP RESPONSIBILITY:

  • This position reports directly to the Residential Services Manager
  • Responsible for the direct supervision of less than 20 Crossroads’ Justice departmental staff and some front desk departmental staff, providing training, supervision, review for quality, coordination of workflow and assignment of duties to staff
  • This role will forward operational recommendations, escalated issues, and improvement input to the Manager for consideration and resolution; this role will submit recommendations for PEAC assessments and possible terminations to the Residential Services Manager
  • Support the Residential Services Manager in supervising Crossroads’ other Men’s Residential Programs as required and may participate in the hiring for all positions that they lead

FINANCIAL AND MATERIALS MANAGEMENT:

  • The role will have a credit card to support purchases for programming.
  • Be part of the management team that discusses the needs of the department and may submit some recommendations and input on annual budget planning
  • Manages the application of staff for appropriate CSC clearances

Qualifications

Minimum Education Level Attained:

Education, Qualifications and Certifications:

  • A minimum of a diploma in social work or justice services, but equivalent experience and education may be considered

Minimum Prior Related Experience:

Experience and Skilled Knowledge Requirements

  • Minimum 3 to 5 years’ experience working within a social services field setting
  • Minimum 2 years working with Justice programs is preferred
  • Demonstrated understanding of the Behavior Based Model
  • Minimum 2 years’ experience in a case management system
  • Experience working within a non-profit organization is an asset

Work Environment:

  • Will travel within the province for Men’s Residential related meetings including those for the Community Alternatives to Remand program (annually), visits to the Correctional Centres (weekly) and meeting other Salvation Army Ministry Units (bi-annually).
  • Be willing to work extra time occasionally when required to support programming requirements within the Ministry Unit

Exposure to Hazards:

  • The role is typically in residential settings and will have increased possibility of exposure to angry and abusive people, bodily fluids, waste, odors, drugs, alcohol, toxic chemicals, infectious diseases, sharp objects (i.e. needle sticks, knives and weapons), and other disagreeable conditions normally found when dealing with marginalized clients
