The Clinical Counsellor is responsible for developing and facilitating programming for ARC program participants, which includes but is not limited to individual clinical counseling sessions, drug & alcohol addiction recovery support, life skills development, employment support, group therapy, educational workshops, emotion regulation, and peer support.

Participants of The Salvation Army ARC program are adult men who have experienced/are experiencing homelessness/addiction. Experience working in this field is an asset.

This position reports to the Director of Homelessness Services.


  • Variable; Casual, Part-Time basis.


Program Facilitation/Involvement:

  • Creates, manages, and facilitates programs for clients of the Program Department. Programs include psychoeducational groups on addiction/substance use, anxiety, emotion regulation, etc.
  • Maintains a therapeutic space for program participants
  • Maintains and updates program attendance daily, and submits on an as-needed basis to the Program Manager
  • Monitors/ensures compliance of all program participants to expectations of program requirements
  • Participates in ongoing program assessment, review, evaluation and development of all programs
  • Ensure that program guideline, rules and regulations are up to current standards of best practice; in line with current policies of The Salvation Army, BCACC (see Qualifications), BC Housing and The Assisted Living Registry.
  • Ensures proper and professional case notes and group notes are maintained and recorded
  • Produce summary reports for each program on an as-needed basis

Clinical Counselling Duties:

  • Conduct one-on-one clinical counseling sessions for program participants of The Salvation Army’s ARC program. Expect to work with clients on areas including but not limited to trauma, the effects of childhood trauma, addiction/substance use, anxiety, depression, grief & loss, and interpersonal relationship skills.
  • Support clients in creating and achieving personal goals
  • Liaises with appropriate stakeholders, care teams and case managers involved with program participants, on an as-needed basis
  • Maintains proper and professional case notes, in line with current policies of BCACC
  • Completes Summary Report for each client, on an as-needed basis
  • Develops Case Treatment Plans and reviews on an as-needed basis
  • Attends and participates in bi-weekly case conference meetings

Security and Supervision:

  • Ensures all program safety and security policies and procedures are carried out consistently
  • Consults acceptance and discharge of all ARC program participants
  • Performs ongoing communication and liaison with ARC Program Department staff and other stakeholders regarding safety issues and concerns with residents, in line with limitations to client’s confidentiality (per The Salvation Army, BCACC, BC Housing and The Assisted Living Registry policies and guidelines).
  • Monitors client’s behavior and performance within the Program Department and in the community where appropriate



Must possess a master’s degree in counseling, psychology, or related education

  • Must be accredited with the British Columbia Association of Clinical Counsellors (BCACC)
  • Must be familiar with current policies and guidelines of BCACC
  • OFA First Aid Level 1/CPR Certificate Required
  • Negative TB test Required
  • Completion of ARC Mandatory Training, especially ARMATUS abuse training and WHIMS 2015 Health & Safety Training
  • Must pass/possess clear Criminal Records Check

Experience and Skilled Knowledge Requirements:

  • Must possess accredited counseling certification with a minimum of 2 years experience and program implementation skills
  • Must have a good working knowledge of various counseling strategies such as Person-Centered, CBT, DBT, Motivational Interviewing, the Stages of Change, Narrative Therapy, Attachment theory, etc.
  • Must understand and reflect the ARC Philosophy, Standards and Tenets
  • Able to affirm and support the Mission and Values Statements of The Salvation Army and The Salvation Army ARC
  • Must have facilitation and program experience
  • Must have experience in program design and implementation
  • Must possess suitable typing skills and computer literacy
  • Must be calm in busy and sometimes stressful situations
  • Must be well organized
  • Must be presentable in appearance in accordance with ARC standards
  • Must possess and maintain an active valid first Aid/C.P.R. certificate
  • Must have effective oral and written communication skills
  • Must have the ability to understand and be sensitive to cultural differences

NOTE: A Federal Government “Enhanced Reliability” Security Clearance and Criminal Record Check are a pre-requisite to employment commencement.
