The Property Manager is responsible for the day-to-day operations and administration of the housing project and assists with the overall operations and administration of Cascade Court.

KEY RESPONSIBILITIES:

Specific Duties:

  • Facilitate all administrative procedures pertaining to lease occupancy and terminations.
  • Ensure a well-maintained and efficient property maintenance operation. Maintain and operate on-site management office, facilitating all administrative functions including file maintenance, regular office hours and functions.
  • Provide reports and data as required by all head office departments and staff.
  • Provide for security and control of the project in the absence of other project staff.
  • Keep confidential all business and resident information of the project before and after the term of employment.
  • Ensure the proper maintenance of Cascade Court according to a high standard of cleanliness and repair. Exercise care and responsibility in areas of safety, appearance and the long–term preventive maintenance of the project equipment and environs.
  • Perform the negotiation of key contracts and service agreements in those areas of the project that require contracted service or labour. Have these contracts approved through the Executive Director.
  • Ensure the arrangements for moves into and out of the project and all matters pertaining to the suites turn-over are properly performed by staff and residents such as cleaning, painting, keys, elevator, bookings, inspections, etc.
  • Keep and maintain a database of suite maintenance and repairs and upgrades, and other resident data.

Staffing:

  • Ensure that the project has the necessary staff to operate and maintain the project.
  • Ensure that all recruitment and hiring of staff is performed within established policies of The Salvation Army in Canada/Grace  Communities Corporation.
  • Ensure that all subordinate project staff will have the necessary equipment and resources to accomplish the task set out in their individual job descriptions.
  • Ensure that all subordinate project staff receives the necessary training and safety education and accreditation to perform their position to a high standard.
  • Supervise and direct all subordinate project staff ensuring positive and improved performance leading to a well operated project condition.
  • Facilitate and communicate, in written and oral form, regular and timely performance evaluations for all subordinate staff to ensure excellent job attitude and performance.
  • Ensure that all personnel practices for the project function within the governing laws pertaining to employment practices for the Province of British Columbia and Canada and the personnel policies of The Salvation Army in Canada and Grace Communities Corporation.

Customer Service:

  • Perform and ensure the facilitation of positive service levels in all contact with clients meeting the customer service standards supported by Grace Communities Corporation and the mission goals of The Salvation Army in Canada.
  • Perform and regularly communicate and foster good relations with the clients and community groups that support and provide care for them.

Promotion, Marketing, and Sales:

  • Utilizing community resources and other cost effective and budgeted opportunities and media, perform and promote market and advertise (omit and resident): life lease opportunities at Cascade Court to accomplish timely sales and full occupancy of the project.

Administration of Life Leases:

  • Perform and facilitate the lease occupancy agreements and terminations in a careful and lawful manner to ensure that all matters, documents and arrangements are executed properly.
  • Collect and deposit in the bank all occupancy fees, taxes and other project funds in a timely and efficient manner to the credit of Grace Communities Corporation.
  • Notify tenants, in writing, of new maintenance fees.
  • Track monthly maintenance fees and taxes paid by cheque.

Project Maintenance:

General Reports and Information:

  • Perform and provide quarterly reports on the operation of Cascade Court to the Executive Director and any other reports or documentation required by head office management for program or operational purposes.
  • Record weekly absence reports in UltiPro

QUALIFICATIONS AND EDUCATION REQUIREMENTS:

  • Completed two (2) years of community college in an accredited program and post-secondary education in facilities management.
  • Familiar with BC Non-Profit Housing Association standards and practices, the landlord/tenant act, budget monitoring and experience in contract administration
  • Proficient in Microsoft Office
  • Have demonstrated supervisory skills including experience supervising the work of others in a property management environment
  • Have good knowledge of the BC building and fire codes, whims, and occupational health & safety requirements
  • Able to provide an original copy of a Background Check screening that is satisfactory to The Salvation Army, in its sole discretion; the screening is secured either through the national Canadian Police Information Centre (CPIC) or through a local police detachment.
  • Five years to seven years of prior related experience in the areas of custodial services, administration, general repairs (i.e. electrical & plumbing), building systems, fire safety, electrical systems, supervisory, statistics and reading legislation/contracts or an equivalent combination of education and experience
