The Outreach Coordinator provides oversight, supervision, direction, and assistance of all outreach-based skills development programming through The Salvation Army Illuminate Programs

Hours:

  • Contract until March 31, 2024 with possibility of extension
  • Sunday to Thursday (10:00a.m. – 5:30p.m.)
  • 35 hours /week

KEY RESPONSIBILITIES:

The incumbent is responsible for the following range of job duties:

  • Assist Management in the coordination and delivery of outreach programs and direct services for program participants.
  • Supervise all case management for outreach program clients, reporting to the Manager, and in collaboration with other Management team members where relevant
  • Supervise waitlisted services and provide case management and case support to overflow and/or high level advocacy clients, provide direct services to outreach clients, including accompaniment and occasional travel where required.
  • Support outreach staff through regular ongoing direction and consultation in therapeutic approaches and interventions, review each client case file on a consistent basis, consult with professional supports and training where applicable.
  • Work with a small client caseload of Survivors, developing plans to work towards engagement in safe houses, recovery programs, addictions programs, etc.
  • Ensure reporting requirements internally and externally are submitted to Management when requested, provides monthly report to designated Management, ensure the collection of statistical and evaluative information.
  • Operate within a rotating on-call schedule for emergencies within the team for staff and/or program-related emergencies
  • Support the facilitation of existing programming, build community relationships and discounted access to services, coordinate with community partners in service access and delivery
  • Delegate and coordinate completion of tasks to Staff as per their job descriptions and provide accountability. Assist with scheduling and systems to ensure communication and coordination of client case files and program projects.
  • Participate in recruiting, orientating, training, scheduling, and evaluating volunteers and practicum students for programming
  • Oversee financial resources of the department, including petty cash, and any other resources determined for program delivery
  • Develop, implement, and evaluate outreach services and outcomes for clients, works with Management to innovate program initiatives and expansion opportunities, assist in the development of specialized projects, including collaborations with other community-based agencies
  • Provide accompaniment by vehicle, ferry, plane, or public forms of transit for program participants where required for programming, supply purchasing, attending events
  • Utilize knowledge of issues pertaining to ADL’s, Person-Environment-Occupation Model, occupational therapy, human trafficking and exploitation, rehabilitation, immigration, decolonizing praxis, fine arts, lived experience inclusion, domestic violence/abuse, mental health, addictions, homelessness, employment, education, racial justice and equity, financial inclusion, and internal policies and procedures to develop program materials and partnerships
  • Conduct psychosocial client assessments (for clients in crisis and self-referrals) and oversee the implementation of staff activities and casework
  • Ensure the implementation of the Case Management System/Freedom Model as it relates to development, activities, and education, including case notes, activity reports, therapeutic approaches and intervention
  • Provide ongoing mentoring and supportive supervision to Outreach Staff, reports pertinent details to designated Management, supports performance evaluations of staff with designated Management, including case note audits and service delivery reviews.
  • Seek community donations and in-kind support for programming, develop relationships with external stakeholders, participate in community-based events and represent the organization as per Management request
  • Complete ongoing training related to leadership, programming, and therapeutic approaches as required, provide training to other team members
  • Ensure that program procedures are maintained, develop relevant policies and present to Management, learning guides, and facilitator materials where required
  • Ongoing maintenance of resources, facility library, and message boards, as well as maintaining physical resources including cell phones, vehicles, and program equipment.
  • Provide accountability for resources and petty cash administration to designated Management.
  • Conduct survivor talkback sessions and councils to support program participant input integration into programming activities. Deliver with staff client evaluation forms and opportunities for survivor input, evaluate and implement survivor feedback and suggestions with Management approval
  • Monitor and ensure office safety practices in compliance with health and safety standards, complete incident report investigations and develop program-related policy and follow violence and risk assessment guidelines.
  • Responsible for modelling positive behaviours and boundaries to clients and contributing to the mission and goals of the Salvation Army Illuminate.
  • Participate in training, meetings, case management development, administrative system orientations as required
  • May provide facilitation and case management backup support and or assume functions in other program areas as needed
  • Ascertain and provide participants with referral services within the community and/or social services resources where relevant
  • Ensure client supervision and safety in designated programs and comply with relevant program Policies and Procedures. Monitor and ensure safety practices in compliance with health and safety standards
  • Assess client suitability to internal and external programs and agencies as required
  • Perform other duties as assigned

QUALIFICATIONS AND EDUCATION REQUIREMENTS:

  • The successful job applicant will have completed a Diploma or Undergraduate Bachelor’s degree in Social Services or another related field, or other equivalent.

NOTE: An alternative level of education and experience may be acceptable.

  • Criminal Record Check (CRC)
  • Valid First Aid/CPR certificate
  • Valid Class 5 BC Driver’s License
  • Non-violent Crisis Intervention (if not certified upon hire, required within 6 months of successful qualification)
  • Interpersonal Conflict Resolution (if not certified upon hire, required within 12 months of successful qualification)

Experience:

  • Minimum 2 years of leadership experience or combined experience and leadership education (community based and/or post-secondary)
  • Minimum 2 years or more experience working in a Case Management system, outreach program, or program with vulnerable populations
  • Minimum 2 years of recent, relevant experience in administration, development, and research relating to women, domestic violence/abuse, substance abuse, mental health, and homelessness issues is required for this position.
  • Demonstrated knowledge of and/or experience with theory, principles and practices specifically in the human services field, case management, administrative systems, employment, human trafficking & exploitation, decolonizing praxis, fine arts, lived experience inclusion, domestic violence/abuse, mental health, addictions, homelessness, employment, and internal policies and procedures to develop program materials, curriculum, and partnerships
  • Demonstrated experience in Program Development, Implementation, and Evaluation utilizing evidence-based research
  • Experience in mentoring, staff training, and leadership an asset
  • Experience in fundraising and donation acquisition an asset

Required Skills/Knowledge:

  • Demonstrated understanding of trauma sensitive services and working with marginalized populations
  • Ability to work under pressure and with highly vulnerable clients in fast paced team environment
  • Demonstrated ability in Microsoft Office, the internet, and multi-media creation
  • Demonstrated effective interpersonal and teamwork skills, conflict resolution, organizational, and time management skills.
  • Demonstrated ability to communicate effectively both orally and in writing.
  • Demonstrated ability to work independently

Other:

  • Must possess a valid Class Five BC Driver’s License
  • Must be able to obtain clearance from The Salvation Army’s Child Abuse Registry as condition of employment prior to end of probationary period.
  • Mature individual who is committed to the mission of the Salvation Army and is willing and able to work within the Salvation Army doctrine and theology, including supporting client spiritual care as per the psychosocial model of rehabilitation

Additional Information:

This position is required to work in a stressful environment, deal with clients in crisis situations brought about by diverse problems, and develop new and innovative content. The ability to function independently, with responsibility, and frequently under pressure while managing multiple concurrent tasks, including emergency situations is an ongoing expectation of this position. Direct program activities may require a moderate level of physical ability to effectively carry out the duties of the position
