This is a temporary, full-time position based upon 40 hours per week.  The work schedule is determined in consultation with your supervisor and may vary according to requirements of responsibility.  Normal hours of operation are Monday to Friday, 8:30 a.m. to 5:00 p.m. and includes a ½ hour unpaid meal break where applicable. Normal location of work is at Windsor Centre of Hope, 355 Church Street, Windsor Ontario N9A 7G9.   Some travel may be required.

  • In consultation with the Program Director conduct a review and evaluation of the Housing First Program.
  • Ensure that the Housing First Program complies with all funding requirements as set out in the funder agreement.
  • Review and where applicable re-develop frontline staff duties and responsibilities to ensure exceptional service.
  • Complete an analysis to determine any gaps in service and where improvements can be made in the Housing First services.
  • Provide the Program Director with clear and concise recommendations and solutions to meet the identified client services thus ensuring continuous improvement and achievement of professional standards.
  • Regularly review and revise, if necessary, the effectiveness of the client intervention/case management system; ensure that client case management files are properly maintained in an accurate, timely and confidential manner.
  • Ensure that all service policies and procedures are understood and implemented by staff in a consistent and effective manner.
  • Ensure compliance with legal requirements, other identified best practices; contractual and statutory obligations.
  • Ensure that information made available to staff/clients regarding community resources is up-to-date and accurate.
  • Ensure that appropriate communication is maintained with outreach/community workers who come into the WCOH to work with Men’s Emergency Shelter clients.
  • Ensure that all procedures, rules, and guidelines for the safety and security of clients and staff are enforced in an equal, respectful and dignified manner.
  • Monitor and ensure that client information is properly and accurately imputed into HIFIS system.
  • Network and collaborate with community partners to provide connections and referrals to support services for clients.


  • Completed a Undergraduate University Degree in Human Services, Bachelor of Social Work or equivalent
  • Minimum three (3) years of prior related experience in the field of Social Services, including supervision, leadership and budgeting.
  • Experience working in a non-profit and unionized environment is an asset.
  • Experience working with a diverse population, including mental health and addictions.
  • Knowledge of and proven ability to link with community resources.
  • Must have strong organization, interpersonal, communication and planning skills.
  • Must have strong skills and experience using Microsoft Office Suite programs.
  • Ability to lead, coach and motivate.
  • Ability to deal effectively with all managers and staff and create a working climate that is positive and mutually supportive.
  • Strong oral and written communication skills.
  • Strong supervision and leadership skills.
  • Effective intervention skills.
  • Ability to lift/move 20 lbs.
  • Non-Violent Crisis Intervention Certification and CPR/First Aid Certification would be an asset or willing to obtain
  • Effective interpersonal skills; ability to manage multiple tasks and meet deadlines; ability to develop and maintain a team environment.
  • Knowledge and sound understanding of the Mental Health and Addictions support systems available to individuals in Windsor and surrounding areas.
  • Ability to demonstrate a supportive, respectful and non-judgmental approach to clients/clients.
  • Adaptability: Demonstrate a willingness to be flexible, versatile, and/or tolerant in a changing work environment while maintaining effectiveness and efficiency.
  • Behave Ethically: Understand ethical behaviour and business practices, and ensure that own behaviour and the behaviour of others is consistent with these standards and aligns with the values of the organization.

  • Plan: Determine strategies to move the community based programs forward, set goals, create and implement actions plans, and evaluate the process and results.
  • Solve Problems: Assess problem situations to identify causes, gather and process relevant information, generate possible solutions, and make recommendations and/or resolve the problem.
  • A valid Ontario Class “G” Driver’s License, own vehicle and insurance and a current driver’s abstract that is satisfactory to The Salvation Army, in its sole discretion, is required.
  • A current, original copy of a Background Check with vulnerable sector screening that is satisfactory to The Salvation Army, in its sole discretion, is required. The screening is secured either through the national Canadian Police Information Centre (CPIC) or through a local police detachment.
  • Screening through The Salvation Army Abuse Registry.
  • Support for and an understanding of mission and purpose of The Salvation Army in Canada.
  • Current medical clearance form with TB test result qualify for working in Class II license lodging home under Government Act
  • NOTE: Alternative combinations of education and experience may be considered
