Position Purpose Summary:

The Supply Chain Manager will play a key role in overhauling current supply chain protocols (between the OCE Distribution Centre, donors and clients) to continuously improve efficiency, and service levels  to achieve key performance objectives in line with ministry expansion and the drive for operational excellence

Reports directly to the Director, OCE Distribution Centre (DC) and is a keyholder position

 

Responsibilities

Supply Chain Planning

  • Work with the Director in assessing current supply chain to design/implement a Supply Chain Strategy within the DC and across the supply chain network to improve efficiency and effectiveness
  • Establish a Reporting and Analytics framework (including KPIs) enabling the measurement of Supply Chain Performance in support of continuous improvement
  • Implement tactical supply chain improvements based on operational observations
  • Implement measures to improve Supply-Demand match through Demand Shaping and Supply Development

Warehouse/Inventory Management

  • Direct daily warehouse operations, working with the Warehouse Supervisor
  • Use appropriate processes and software systems to ensure accurate, timely and efficient management of warehouse product
  • Oversee daily operations using the WMS software system as applicable
  • Oversee and provide all training with respect to warehouse operations
  • Review all existing policies and create new policies related to warehouse operations e.g. food handling
  • Oversee the planned maintenance of warehouse equipment and troubleshoot/replace where needed
  • Ensure all shipping and receiving documentation is maintained in accordance with industry standards
  • Provide training and adopt all appropriate policies with respect to e.g. food handling and best before/expiry date requirements to ensure all food distributed complies with appropriate guidelines
  • Ensure protocols for all visitors to the warehouse are followed, warehouse is organized, neat and clean, meets Department of Health Standards
  • Recruit, train and schedule volunteers assisting with warehouse operations.

Distribution and Fleet Management

  • Manage shipping and delivery of all goods to/from DC and all related Driver and Fleet matters
  • Create and maintain weekly and daily schedule of deliveries and pickups to/from Clients (OCE Ministry Units), Donors and Supply Chain Partners
  • Ensure all drivers maintain excellent driving behaviour and quality customer service relationships with Clients and Donors
  • Monitor fuel purchases for all drivers/vehicles. Review fuel procurement with aim of minimizing cost
  • In consultation with Director, perform fleet capacity planning, purchasing/replacing vehicles as required
  • Maintain all vehicle registration and safety aspects, ensuring licencing requirements, insurance and all driver formalities and documentation regarding vehicles and drivers in fleet are up to date
  • Ensure all necessary steps are taken to maintain CVOR compliance
  • Oversee the planned maintenance of vehicles and manage repairs to fleet as required

Sourcing/Procurement

  • Liaise with the Procurement Manager to make best efforts to ensure adequate supply of required inventory is maintained to meet clients’ needs

Christmas Campaigns

  • Plan with the Director to ensure all logistical aspects of the Toy Mountain and Toys For Tots campaigns run smoothly
  • Ensure all required resources are in place to enable successful daily execution of campaign e.g.
    • staffing - hiring and managing seasonal staff
    • volunteers - liaising with corporate partners to schedule teams to do toy sorting
    • warehouse space - ensure warehouse is organized to have sufficient storage capacity for toys
    • gifts – oversee purchasing of toys for under-served ages/genders using allocated budget
    • supplies - overseeing procurement of warehouse and program items required for toy sorting, storage and movement e.g. pallets, containers, bags, labels etc.
  • Oversee all daily operations including scheduling of staff and assets to support special events like Toy Mountain or Toys For Tots “Hits”
  • Be an Alternate “Security” person to the Director for attending “Hits” to collect cash/cheques/gift cards etc.
  • Work with clients to create and implement adapted Food Delivery Schedule for the duration of campaign
  • Motivate and organize staff to accommodate unusually high work demands during the season

GENERAL MANAGEMENT RESPONSIBILITIES

  • Maintain and supervise all OCE Distribution activities when Director not at work
  • Solicit regular (at least annual) feedback from Ministry Units to monitor the quality of service and products being received OCE Distribution and how collaboration can be improved
  • In conjunction with Director, responsible for staff recruitment, training/orientation, performance monitoring and development.  Ensure all staffing matters are handled in accordance with Salvation Army policies
  • Motivate, organize and encourage teamwork to ensure productivity/performance targets are met or exceeded
  • Maintain an auditable record of all assets and activities (receipts, deliveries, collections, disposals) pertaining to warehouse operations e.g. bills of sales, leases, registrations, inspections and maintenance of fleet and warehouse equipment, driver’s logs, manifests/waybills
  • Define and capture all required stats related to DC Operations to ensure accurate performance management and fraud prevention
  • Design and implement all appropriate Quality Control systems and processes
  • Assist the Director with financial reporting and annual budgetary planning and recommendations for warehouse & fleet, regarding staffing and equipment
  • Responsible for all aspects of warehouse and in-transit security including the implementation and monitoring of appropriate security systems on-site and using GPS tracking systems to track fleet/driver movements
  • Some travel in Ontario (mainly GTA) may be required

HEALTH & SAFETY RESPONSIBILITIES

  • Ensure all warehouse operations are conducted in a safe manner at all times and in accordance with applicable Health and Safety regulations. Report any Health and Safety concerns to the Director
  • Ensure that new staff and Volunteers are trained and familiar with all applicable Healthy and Safety standards and processes relevant to their tasks and responsibilities

 

Qualifications

  • Bachelors/Masters Degree and 10 years’ experience in supply chain management or subsidiary disciplines
  • Forklift license and valid DZ license (preferable but not essential)
  • Leadership skills and proven ability to manage staff and volunteers
  • Strong CVOR and MTO regulatory awareness
  • Ability to train employees on all operational tasks
  • Proven operations track record including demonstrated ability to track, manage and control processes, procedures and protocols
  • Proven Change Management capability
  • Strong computer skills and experience with both Office and Supply Chain Management software systems
  • Demonstrates good organization and strong personal communications, written and oral
  • Proven ability to multi-task and manage extraordinary work levels(seasonal) in a proficient way by multi-tasking, delegating and directing staff
  • Comprehensive knowledge of the principles and practices of fleet maintenance as well as Health & Safety regulations pertaining to Warehousing and Trucking
  • A self-starter who is also a team player with an ability to work under pressure, has a high capacity to work quickly in a proficient way with extremely high accuracy rate
  • Possess a high degree of integrity with a demonstrable strong work ethic
  • Current “G” license
