The Lead Community and Family Services (CFS) Worker works closely with other local ministry unit personnel to form an interdisciplinary team to work with families from a holistic perspective, assisting individuals and families who are seeking assistance from The Salvation Army.  This position coordinates the day-to-day logistical support needed to operate the Basic Needs Program (BNP) and other programs provided by Community and Family Services as appropriate.




  • Complete all duties in accordance with the Standards and Policies and Procedures of The Salvation Army London (CFS).
  • As required and as applicable, make suggestions that will improve efficiency, working conditions or procedures to the supervisor.
  • Assist in the training, orientation and direction of staff, volunteers and students.
  • Participate in regular staff meetings to review operational effectiveness, changes in policies and procedures, and in-service training.
  • In collaboration with other CFS team members, assist with the receiving and sorting of donations, ensuring goods are distributed appropriately and donation records are completed accurately.

Client Services

  • Create a welcoming and respectful experience for people accessing CFS services.
  • Through empathetic care and with a non-judgmental approach provides intake services, client assessment, and relevant emergency assistance (including food, clothing and household needs as available).
  • Aid and support clients with the selection of food and other resources offered by CFS.
  • Provide information and referrals to other social service resources available in the community, advocating on individual/family’s behalf as needed.
  • Actively promote CFS and Corps programs to people accessing our services.
  • Work closely with other local ministry unit personnel to form an interdisciplinary team to work with families from a holistic perspective, including referrals for pastoral assistance.
  • Liaison with ministry unit staff at on-site location regarding any BNP matters.
  • Assist with community ministries programs and aid in ensuring that ministry objectives are consistently accomplished.
  • May network with referral agencies and/or other community sources of assistance, as required.
  • Participation at community meetings/client referrals as directed by supervisor.
  • Assists with seasonal activities provided by CFS.

Inventory Control/Food Distribution

  • Ensure an awareness of all items in the warehouse and work collaboratively with the driver/warehouse associate to ensure all products are handled, stored, and used appropriately, ensuring safe food handling practices are followed and older product is used first.
  • Work closely with the driver/warehouse associate to ensure appropriate inventory is maintained at all London CFS locations; this will include the development and maintenance of a shared inventory tracking tool (warehouse inventory and satellite inventory).
  • Ensure Community Outreach Manager is notified when inventory needs to be replenished or there is a large surplus of a particular item(s).
  • Ensure all program areas are neat and tidy and that food bank and other storage shelves are regularly organized and restocked with items available for distribution.
  • Ensure all BNP team members are aware of and follow the BNP food distribution process, including how to properly stock shelves and how to guide individuals while making their food selections.  Ensure Community Outreach Manager is notified of any concerns regarding these processes.


  • Provide administrative support to the Community Outreach Manager to ensure each BNP site has all relevant resources/materials on hand for distribution to clients.
  • Responsible to ensure all BNP team members (staff, volunteers and students) have the resources required to perform their role efficiently and effectively.
  • Responsible for the day-to-day operations of the basic needs program; managing the workflow and providing guidance to other BNP team members as required.
  • Demonstrates work methods/processes and provides ongoing coaching and training to BNP team members.
  • Assist in the development and presentation of promotional and informational materials.
  • Research and maintain information list of services provided by external agencies.
  • Network with Salvation Army, government, and community social service providers to coordinate resources for the benefits of clients and program.
  • Ensure BNP team is gathering information and posters on community resources and events and maintaining information displays.
  • Maximize utilization of all computerized management programs (i.e., Link2Feed).
  • Maintain client files/ data base/excel spreadsheets; ensure information entered into the database is accurate and complete.
  • Assist in the accurate collection and compilation of data in Lnk2Feed and statistics; the preparation and distribution of statistical and operational reports as required.


  • Answer and respond to telephone calls, providing referrals to other resources or scheduling appointments as required.
  • Provide information and referrals to other social service resources available in the community, advocating on their behalf as needed.
  • Participate in community projects and events.

Health and Safety

  • Adhere to all Health and Safety Standards and the specific requirements regarding COVID-19 as per the local Health Unit.
  • Ensure the safety and comfort of the ministry unit by maintaining cleanliness and food safety etc.
  • Work in compliance with OH&S Act and Regulations and abide by The Salvation Army’s health and safety policies and procedures.
  • Responsible to use personal protective equipment and clothing as directed by the employer.
  • Responsible to report workplace hazards and dangers and report workplace injuries.
  • Responsible to work in a manner as required by the employer and use the prescribed safety equipment.

Perform other duties as required.


  • The performance of the job requires the ability to sustain the daily routine of frequent moderate to heavy lifting (up to 50 lbs.), reach, bend, twist, and stoop frequently, work in a standing or sitting position for long periods, un-packing delivery vehicles and skids of product, and computer keyboarding.
  • Exposure to scents and fumes.
  • May be exposed to disagreeable people including the occasional angry and/or abusive client/public, working with people from all walks of life and background
  • May be required to wear Salvation Army branded clothing provided by the employer.
  • Local travel will be associated with this position.

Normal work schedule – The Supervisor will set the hours of work and work schedule as per operational requirements Monday to Friday.  Normal hours being 8:00 a.m. to 4:00 p.m. and includes a ½ hour paid meal break.

  • Completion of a minimum 2-year Community College Diploma in Social Services or Human Services or equivalent in a related field of study.
  • Valid Ontario Class “G” driver’s license, personal vehicle required and insurance, current copy of driver’s abstract for review and verification that is satisfactory to The Salvation Army, in its sole discretion.
  • Ability and willingness to provide or obtain a valid Safe Food Handlers, First Aid/CPR and Non-Violent Crisis Intervention Certifications.
  • Alternative combinations of education and experience may be considered


  • Minimum of two (2) years of prior related experience in human or social services programs.
  • Minimum of one year experience training and coordinating the work of others (staff/students/volunteers).
  • Experience and demonstrated knowledge of inventory or logistics management.
  • Experience and competent working with a diverse population, including people living in poverty, mental health, addictions, persons from diverse cultural backgrounds.
  • Knowledge of community-based resources and experience networking with government (i.e., Ontario Works, ODSP) and social service agencies.

Skills and Capabilities:

  • Strong proficiency with spreadsheet development and Microsoft Office.
  • Must have the ability to listen and communicate effectively with a non-judgmental attitude while maintaining your composure in challenging situations and sensitive to the barriers facing high-risk individuals.
  • Demonstrated ability to successfully help others carry out their assignments and achieve a common goal.
  • Experience with general office equipment and must have strong skills and experience using Microsoft Office (specifically Word, Excel, Publisher, PowerPoint).
  • Possess and exercise good interpersonal relationship skills by displaying tact, courtesy, and patience; demonstrate a high level of integrity and ability to use sound judgment.
  • Ability to maintain confidentiality in all matters pertaining to clientele and coworkers of The Salvation Army London Community & Family Services.
  • Excellent organizational and time management skills, ability to follow detailed instructions.
  • Demonstrated ability to maintain successful working relationships; and to deal with people in a pleasant, professional, and responsible manner.
  • Adaptable, proactive, a self-starter, with the ability to work independently.
  • Ability to learn, adapt, and utilize technology and processes quickly.
  • Ability to prioritize, organize and manage multiple tasks; the ability to complete assignments and meet deadlines with minimal supervision

  • Ability & willingness to undergo applicable screening and background checks successfully that are satisfactory to The Salvation Army, in its sole discretion (i.e., The Salvation Army Abuse Registry) and provide an original copy of a Background Check with vulnerable sector screening.
  • Ability and willingness to develop an understanding and support for the mission and purpose of The Salvation Army in Canada and its implications as related to position responsibilities.
