Position Purpose Summary:

To assist the C&FS Director in providing services to clients seeking assistance from The Salvation Army. To provide programs/services to the Cobourg community in the absence of the C&FS Director. To provide direction to volunteers on all matters relating to homelessness and community outreach.


  • Conduct client interviews/assessments with an eye to determining clients immediate needs, while probing and listening for other challenges that The Salvation Army might assist with.
  • Create and maintain a safe environment for homeless clients to express themselves. This includes tactful interactions with clients, while demonstrating a high level of understanding of their situations and needs.
  • Offering suggestions to clients about other programs the Army has (such as Jumpstart, Celebrate Recovery, Health Bank, Food Cupboard, Christmas Assistance, Coats for Kids, etc.)
  • Documenting discussions and services provided for each client in CMS (Client Management Services) and various program spreadsheets.
  • Completing Link-to-Feed applications.
  • Complete Health Bank applications and providing assistance within the limits provided.
  • Meet with homeless clients and determining their current situation, their recent history and determining the best course of action for the client within the parameters set out in our programs, both on and off site.
  • Complete Homelessness Applications and following client progress.
  • Coach homeless clients and bringing in other resources from Social Services, the Hospital and addiction services etc., to develop a pathway for housing the clients.
  • Take an active role in the Christmas Assistance program, including completing applications, qualifying clients, completing the Giving Tree applications, and maintaining records and spreadsheets for the program.
  • Recruit, supervise, train, provide tasks, mentor and work with volunteers.
  • Collect and maintain statistical data on clients accessing services at C&FS.
  • Liaise with appropriate service providers to provide services for homeless clients and those at risk of becoming homeless.
  • Process client requests for food items/others assistance as per TSA Policy.
  • Receive food items and restock shelves with necessary food.
  • Organize food donations according to date and appropriate location (prevention of donated food going out of date).
  • Other duties as required.


  • Return phone calls promptly.
  • Participate in regular office meetings.
  • Maintain a neat, tidy and safe work area and makes sure area is left neat and tidy at the end of shift.



  • Must have a high school diploma.
  • Minimum two years’ experience working with persons experiencing homelessness.
  • Excellent organizational skills and ability to work in a fast paced environment.
  • Excellent computer skills including MS Office (Word, Excel).
  • Good communication skills, both verbal and written.
  • Pleasant and courteous manner.
  • Able to work in compliance with The Salvation Army Mission Statement.
  • Possess problem solving, organizational, interpersonal, care management and leadership skills.
  • Able to work independently as well as in a team setting.
  • Able to lift up to 50 lbs. to assist with food deliveries, etc.
  • Ability to multitask, especially during times that C&FS is very busy and/or when multiple programs are running simultaneously.
  • Solutions orientated individual with an empathetic mindset, yet able to set and maintain boundaries with clients.
  • Desire and ability to get along with others in and out of the office, and to be flexible in an unpredictable environment.
  • Ability to foster and build a network of other service providers in the community.
  • Hold a valid “G” Driver’s License.

 Upon hiring the successful candidate must:

  • Provide a current clear Vulnerable Sector Screening.
  • Complete on-line Salvation Army Abuse Prevention Training.
  • Complete on-line Health & Safety Training.

 HOURS: 40 hours per week: Monday – Friday, 8:00 a.m. – 4:30 p.m.
