Responsibilities

Position Purpose Summary:

South Vancouver/Richmond Health Services is a unit comprises of two healthcare sites: Rotary Hospice House in Richmond and Southview Heights and Terrace in Vancouver.

 

BASIC FUNCTIONS/RESPONSIBILITIES:

Spiritual Leadership:

  • Ensures a spiritual dynamic to all programming.
  • May be directly responsible for chaplaincy service.

Standard and Best Practices

  • Facilitates implementation of Territorial standards and best practices reflecting the economic, service, and business environment in compliance with The Salvation Army. Respects and models organizational values.
  • Has input to new policies and procedures pertaining to the management of financial resources in multi-departments.
  • Directs and oversees the annual budgeting process for the ministry unit.
  • Maintains a working knowledge of applicable operating policies, legislation, regulations, codes, and/or licensing requirements for the ministry unit.
  • Forwards copies of external review compliance reports to DHQ.
  • Monitors and ensures consistency in case management systems and practices.
  • Promotes and engages with the LEADS framework as a foundational element for leadership development.

Strategic Planning

  • Initiates strategic planning for the ministry unit securing necessary approvals from the Divisional Finance Board/Executive.
  • Within the ministry unit, prepares and analyses statistical and financial reports for the purpose of strategic planning and reports to the Divisional Finance Board.
  • Coordinates the creation and updating of the mission statement, vision and strategic plan.
  • Hires, orientates, trains, evaluates, recognizes, disciplines and terminates in concert with Territorial standards; submits and acts on incident reports; deals with complaints.
  • Participates in union negotiations as the senior line manager.
  • Works with and supervises other administration staff in various accounting functions: general accounting, accounts payable, accounts receivable, trust accounts, petty cash, payroll, bank statements and reconciliation, financial statements and audits.

Communications

  • Develops an organizational chart showing lines of responsibility and communication.
  • Develops and maintains a process to communicate with staff and clients (e.g. management meetings, supervision, staff meetings, bulletin board) Ensures that the ministry unit has access to current Territorial Manual of Operating Policies & Procedures.

Property

  • Ensures all property is inspected and maintained in compliance with applicable legislation; works with the DSBA to prepare all property proposals for presentation to the appropriate boards.

External Relationships

  • Initiates, maintains and promotes positive working relationships/partnerships and communications with funders and community stakeholders; re-negotiates with government funder/s, contracts, proposals and program operation;
  • identifies and pursue opportunities to enhance program delivery by seeking new government funding sources in consultation with Divisional Headquarters.
  • Has access to all pertinent legislation, regulations and standards which impact the ministry unit’s operations.
  • Establishes and maintains a Community Council, recruiting members, setting agendas, taking minutes, and following up on actions arising from meetings.

NOTE: Not all incumbents perform all of the duties described above but perform a similar range of duties.

Qualifications

  • The successful job applicant will have completed an Undergraduate University Degree (e.g. B.A., B.Sc., B.Sc.N.).
  • An alternative level of education and experience may be acceptable.
  • Five years but less than seven years of prior related experience, including supervisory, financial management and business management experience in a not-for-profit social services environment.
  • Certificate in Health Care Management would be an asset.
  • The performance of the job requires frequently attending long meetings, moderate attention to brainstorming and planning, reading and writing reports and occasionally counselling or giving pastoral care.
