The is a permanent full-time position.   Schedule may vary according to requirements of responsibilities – some weekend and evening work may be required and a willingness to adjust the weekly work schedule in order to better service the clients is required.  Ability to lift/move 30 lbs. and be able to reach, bend, and stoop; work in a standing position.  Travel is associated with this position.   On-call responsibilities returning to the Centre when required for emergencies

This position is considered a management position for the purposes of the Employment Standards Act of Ontario and as such is not covered by various ESA rules, including but not limited to those related to hours of work, daily and weekly rest periods and overtime compensation. Salary is based on average minimum weekly hours of 40 per week and hours worked are compensated through the annual salary amount.

Responsibilities

  • Responsible for directing the overall operations of the building, equipment, grounds maintenance, waste disposal and pest control in accordance with current applicable federal, provincial and local standards and regulations.
  • Develop and facilitate the in-service/training/orientation programs for emergency response, WHMIS, Infection Control and other areas as required to ensure safety and security of the clients, visitors and staff, ensuring training attendance records are maintained
  • Develop, implement, and review policies and procedures relating to environmental services, health and safety and emergency plans.
  • Oversee all aspects of Environmental and Support Services.
  • Provide supervision, direction and oversight to all Environmental and Support Services staff.
  • Oversee and monitor the quality of all external vendors/suppliers, office renovations and all construction projects.
  • As the Co-Coordinator of Health and Safety, works cooperatively with the Business Director and/or Senior Employee Relations Advisor in the management and supervision of the Health and Safety Program.
  • Act as Co-Chair of the Joint Health and Safety Committee; to assure the highest possible degree of safety for employees.
  • Develop and facilitate implementation of health and safety training for all employees; including orientation for all new employees.
  • Monitor compliance with health and safety legislation, providing advice, and making recommendations and improvements.
  • Monitor and assist with specific building systems contracts, working in conjunction with the Business Director, and where required DHQ/THQ Departments and outside contractors to ensure that maintenance and reporting is properly carried out, warranties honoured, and necessary repairs completed.
  • Hire, supervise, and evaluate contractors as necessary, in conjunction with the Business Director and/or Executive Director.
  • Ensure that regular quality assurance monitoring activities are implemented and documented for all services within the department.
  • Manage and source external contractor agreements and review performance and efficiencies on an annual basis.
  • Plan, develop, and revise policies, protocols and day-to-day operating policies for support services.
  • Monitor the use and maintenance of equipment.
  • Review and evaluate effectiveness of environmental and support services.
  • Operate within the approved budgets for financial control and ensure optimum utilization of resources.
  • Oversee the purchases of supplies and equipment and ensure inventory control.
  • Prepare and maintain reports, statistical information and facility records.
  • Prepare and submit reports, proposals, grant applications and service evaluations as requested.
  • Identify all safety requirements of each property; define hazards/impediments to a safe work environment.
  • Oversee and participate in Health and Safety Committees
  • Advises Centre of Hope on workplace safety, ensuring all facilities remain in compliance with OSHA legislation.
  • Work in compliance with OH&S Act regulations and abide by all policies and procedures.
  • Ensure the proper procedures are followed in the event of a workplace injury or illness.
  • Work with Executive Director and Business Director to develop, monitor, and maintain budgets.

Qualifications

  • Completion of Post-Secondary education with formal training in environmental services and/or a combination of education and experience will be considered.
  • Current Joint Health & Safety Committee Certification under the Occupational Health and Safety Act.
  • First Aid & CPR Certification.
  • Valid Ontario Class “G” Driver’s License; own transportation is required; a current driver’s abstract that is satisfactory to The Salvation Army, in its sole discretion, is required.
  • Provide an original copy of a Background Check with vulnerable sector screening that is satisfactory to The Salvation Army, in its sole discretion, is required. The screening is secured either through the National Canadian Policy Information Centre (CPIC) or through a local police detachment.
  • Alternative combinations of education and experience may be considered.

 

Experience and Skilled Knowledge Requirements

  • Minimum of three (3) previous years of applied experience in all aspects of general property operations, including building maintenance, capital asset planning, capital and maintenance, contract tenders/renewals, administration and budgeting.
  • Minimum of four (4) years of prior related experience, including experience in facilities management, purchasing; experience in supervision, leadership, coaching, and motivating staff and working in the social services sector, including environments that provide services to marginalized clientele.
  • Thorough knowledge of building, labour, fire and safety codes, public health and the Occupational Health and Safety Act.
  • Ability to read and interpret blueprints.
  • Experience in purchasing practice and inventory control systems essential.
  • Experience in managing a health and safety program.
  • Knowledgeable about boilers, HVAC systems, compressors, generators, as well as various plumbing, electrical and mechanical systems.
  • Understand and comply with the union Collective Agreement.

  • Skilled at working in a fast-paced environment while maintaining priorities and a high level of performance.
  • Communicate Effectively: Speak, listen, and write in a clear, thorough, and timely manner using appropriate and effective communication tools and techniques in both one-on-one and group settings.
  • Represent the organization in a positive, professional and engaging manner.
  • Must comply with all Salvation Army policies, procedures and associated legislation.
