Description

The Divisional Finance Secretary provides leadership by managing the financial and business functions of the Newfoundland and Labrador Division to meet overall Salvation Army spiritual and social services mission and goals.

 

Responsibilities

The successful candidate will be responsible for:

  • Developing long-term strategic initiatives and action plans within the portfolio for Divisional board approval
  • Ensuring ministry unit compliance with standards and best practices as established by Territorial Headquarters and Canada Revenue Agency (CRA)
  • Customizing policies and processes for ministry units and divisional operations
  • Disseminating approved information on standards, plans, policies and processes through training and internal communication
  • Providing functional stewardship as a consultant and advisor to the organization maximizing efficient and cost effective allocation of resources (capital and human) while meeting accepted standards
  • Preparing and reviewing internal/external financial reports for the Division and ministry units
  • Distributing financial statements to the department heads
  • Liaise with Territorial Headquarters Finance Department in areas of accounting, reporting, etc.
  • Ensuring proper Internal Controls are implemented and being exercised in the Newfoundland and Labrador Division.
  • Providing direct service delivery to ministry units inclusive of approval of travel and expense claims and accounts payable invoices as required
  • Directing and overseeing the annual budgeting process for the Newfoundland and Labrador Division
  • Establishing standards and best practices reflecting the economic and legal context and business environment in compliance with The Salvation Army’s mission
  • Analyzing and recommending possible solutions for ministry units ensuring their financial sustainability
  • Monitoring implementation of and adherence to all budgets
  • Ensuring that the divisional finance board is kept apprised of the financial condition of every ministry unit within the division
  • Advising ministry units of deviations and alert Divisional Secretary for Business Administration of chronic problems
  • Liaise with ministry units, territorial headquarters, government and vendors for all headquarters and divisional finance issues
  • Assisting the Divisional Secretary for Business Administration with property, insurance and purchasing task as required
  • Providing input to the development of new policies and procedures pertaining to the management of financial resources
  • Member of Divisional Finance Board, Divisional Audit Committee and other committees and boards as required
  • Preparing special financial reports as required
  • Presenting items and reports as needed to Divisional Finance Board
  • Responding to enquiries from ministry units via telephone and e-mail
  • Performing other duties as assigned

Qualifications

The successful candidate must:

  • Have the ability to uphold the mission, vision and values of The Salvation Army and to work within a faith-based environment
  • Have completed an undergraduate university degree in business studies
  • Have the CPA accounting designation
  • Have prior related experience in the business administration and finance field
  • Possess good computer skills and have knowledge of Microsoft Office products including Word, Excel, Publisher and Power Point
  • Be willing to learn the Salvation Army software systems
  • Possess excellent written communication skills
  • Possess excellent oral communication skills including the ability to clearly and accurately communicate factual information/data to all members of the organization
  • Possess excellent organizational and interpersonal skills
  • Be able to maintain a high level of confidentiality and willingness to sign a Confidentiality Statement
  • Be highly self-motivated, a self-starter with the ability to carry out plans to fruition
  • Have the ability to work independently
  • Obtain a Criminal Police/Vulnerable Sector Check and clearance through The Salvation Army Internal Abuse Registry and be willing to sign The Salvation Army Code of Conduct Receipt & Acknowledgement Form

TERM:             Full-time, 35 hours per week
