Reporting to the college for officer training (CFOT) training principal (TP), the incumbent serves TSA's mission by supporting CFOT, to develop officers who are true and passionate Salvationists embodying such ‘Blood and Fire’ spirit that they are equipped to advance the mission of The Salvation Army (TSA), and who are equipped for success academically, theologically, and practically. This role is responsible for overseeing the development an integrated officer training program including curriculum, program design, and evaluation. This role liaises with and coordinates contributions of internal and external stakeholders of this project during the development and transition phase of the project.


  1. Oversee the Development and Implementation of the Certificate of Officership Program
    • Oversee the development of CFOT's training program that provides cadets with a TSA-focused experience in identified areas, fulfilling the expectations of orders and regulations (O&R) and equipping cadets to succeed in the diverse areas of officer responsibility.
    • Create a rubric to assess cadet prior learning and experience, including relevant professional experience that ensures consistent application throughout TSA.
    • In conjunction with CFOT, identify content experts to create new courses or revise existing courses to better serve the needs of the cadets and more fully embed the *missional hermeneutic of TSA.
    • Ensure TSA mission and values are reinforced across the curriculum
    • Ensure appropriate approvals are obtained for any course changes.
  2. Develop Course Development and Completion Process and Communications
    • Confirm courses that will be completed within the first five years of officership.
    • Ensure CFOT training meets the BUC requirements for BA-BTS and facilitates officer academic credit and degree completion.
    • Establish communication channels that provide clarity on timelines for completion of the certificate of officership and ensure cadets fully understand their program's requirements and options.
    • Ensure an effective method for monitoring and recording progress, course completion, and academic achieve is utilized.
  3. Enhance Field Education Program
    • Develop criteria to determine qualifications and suitability of field supervisors.
    • Identify, train, and equip Field Supervisors for field service education supervision.
    • In collaboration with BUC, determine the appropriate credit hours for any new and proposed field training courses for BA-BTS.
    • Develop tools for assessing supervisors, placements, and cadets.
    • Prepare CFOT instructors and field supervisors for the demands of online/hybrid training delivery and best practice.
    • Develop ministry and mission portfolio for training and first five years of officership in the context of the 8-Year Plan
  4. Course Evaluation and Program Assessment
    • Create a continuous improvement content evaluation process to ensure CFOT courses and training meet TSA's needs for officer capability.
    • Plan for and design an 8-year evaluation process for post-program assessment.
  5. Course instruction 
    • Participate in course instruction as required


The incumbent must have an active Christian faith and will be expected to participate in faith-based activities as part of the fulfilling job requirements including but not limited to participation and leadership of Christian worship, leaving devotions, praying with other staff and cadets, and modeling Christ-like behaviour.

Education, Qualifications and Certifications:

  • The Salvation Army' College for Officer Training (i.e., seminary) functions to train Salvation Army officers (clergy) for Christian ministry and service.
  • Master’s degree) with experience in curriculum, program creation and evaluation
  • PhD will be considered as an asset
  • Post Graduate certification/training in adult learning desired
  • Experience in curriculum development and academic program management/oversight


  • Minimum ten (10) years of prior related experience in learning and development strategy development, adult instructional desing principles and practices, adult learning principles, interactive learning design and blended learning techniques (flipped classroom, e-learning, communities of practice, self-paced)
  • Expert knowledge of content development
  • Demonstrated experience with course or program evaluation
  • Expert knowledge of current trends in training technology and delivery.
  • Workday learning and/or learning management system experience is an asset.
  • History of building strong relationships and serving multiple facilities with the ability to apply learnings to social enterprise/not for profit/faith-based environments
  • Organizational awareness with good judgment and decision-making capabilities
  • Proven flexibility to adapt quickly and change priorities as required in an agile environment
  • Ability to generate consensus and sustain collaborative relationships
