This position conducts the majority of the one to one meetings with clients who have been accused of perpetrating violence against their partners.  The Caseworker meets with the individual, builds rapport, explains and discusses the program options and the requirements, and should the individual wish to enroll in the program, discusses precipitating factors for the offending behavior and starts in motion the action plan to prevent future destructive behavior.  The Caseworker then works with the program participant as they proceed through the group portion of the program: checking in and discussing concerns or issues that arise, communicating with the referring agency and concludes with a closing meeting.  Also of note, the position does have a component of facilitating on occasion the group portion of the program.

As a member of a multi-disciplinary team that provides various supportive and outreach services to people interacting with the justice system, this position is specific to providing the effective efficient delivery of the adult court alternative measures program potentially along with facilitating a support group for women who have experienced domestic violence.  All duties are specifically related to participant involvement, group facilitation, group facilitators’ training and program oversight and design with a restorative justice focus.  Positive working relationships are maintained with other Salvation Army departments and government and community agencies.

Work Schedule: Flexibility required although generally Tuesday to Saturday, 5 days per week including potentially Wednesday evenings.


Responsibilities include but are not limited to:

  • Provide comprehensive services to program participants including intake and assessment, referral, evaluation, and termination meetings for program participants based on the programs policies and procedures and taking into account participant requests and needs.
  • Effectively facilitate life-skills and support groups as required.
  • Be familiar with the available community resources and access to those resources.
  • Demonstrate respect and cooperation for other agencies’ policies, procedures and requirements for networking, referrals and current community resources.
  • To assist in the training and oversight of group facilitators, volunteers and social work student placements.


Minimum Education Level Attained and Work Experience

  • Undergraduate degree in social work or similar social sciences degree. (psychology, sociology, criminology) or combination of education and work experience.
  • Academic preparation in counseling/clinical skills.
  • Caring person who demonstrates non-judgemental attitude and positive regard for all people.
  • Excellent listening, interpersonal, communication and reasoning/analytical skills.
  • Ability to interact professionally with participants, community agencies, criminal justice personnel.
  • Computer skills – knowledge and use of Microsoft office applications and familiarity with MS Access an asset.
  • Ability to maintain appropriate boundaries, confidentiality and professionalism at all times.
  • Able to uphold the principles, values and ethics of, and work within, the overall philosophy of The Salvation Army.
  • Group Facilitation experience and basic understanding of teaching methods/adult learning an asset.

Physical Effort/ Dexterity Required

The performance of the job requires a moderate amount of keyboarding/manual record keeping, and occasional lifting and room set up.

Concentration Required

The performance of the job requires attentive listening and observation of body language, continuously monitoring the environment, multitasking, and reading.

 Special Licenses, Diplomas, Certifications or Requirements

The incumbent must have the following before hire: Valid Manitoba Driver’s license and drivers abstract, Computer and Telephone skills, Client Relations experience. Completion or intended completion and maintenance of updated:

  • Clear vulnerable adult and child registry checks
  • Clear criminal record check
  • Non-violent Crisis Intervention
  • Emergency first aid
  • Trauma Informed Care

 Work Environment

The work environment is usually in an office setting. The successful candidate will work under the following disagreeable conditions:

  • Dealing with angry people in highly emotional situations and have exposure to verbal abuse.
